According to http://www.demographia.com/db-uscity98.htm, there are over 600 cities that have 50,000 ore more. Unfortunately, there is not a lot of official data for cities below 100,000. I am guessing that's why the cut of was set where it was. Pat would have to say why he did set a threshold and not just use each NWS station though.
